Fulton County, Georgia (“County”) is soliciting Proposals from qualified Proposers to provide One- Stop Operator services in its American Job Center pursuant to the requirements of the Federal Workforce Innovation and Opportunity Act (“WIOA”).
Through the issuance of this Request for Proposal (“RFP” and/or “Proposals”), the County is soliciting Proposals from qualified Proposers for the the coordination and facilitation of a “One-Stop Operator” service in order to provide job-seekers with access to each of the workforce services and programs and information about each of the workforce services and programs that they may qualify for at one location, known as a One-Stop Center, and with the common identifier “American Job Center.”
The goals and format of the One-Stop-Operator are set out in Workforce Innovation and Opportunity Act (WIOA) Section 121 subsection (e) according to PUBLIC LAW 113–128— JULY 22, 2014 (WIOA) Sec. 121(d)(2)(A), Federal Regulation 29 U.S.C. §§ 3151 (d) One stop operators. The selected proposer will be defined as a sub-recipient versus a vendor as clearly outlined in the definitions section and identified as such in the terms of the contract under Uniform Grant Guidance (2 CFR § 200.330 and 2 CFR 200.332 (B)(1)(ii) to Include required subrecient unique identifier number; federal award identification; and award listing number 17.258, 17.259, and 17.278 information into subawards granted for Workforce Innovation and Opportunity Act (WIOA) grants passed-through Technical College System of Georgia (TCSG).
