The Atlanta Regional Commission (ARC) is seeking a dynamic and experienced leader to serve as the Managing Director of the Workforce Solutions Department, reporting to the Chief Operating Officer. This executive role will also serve as the Director of the Atlanta Regional Workforce Development Board (ARWDB), leading the implementation and compliance of the Workforce Innovation and Opportunity Act (WIOA) in the 7-county service area. The Managing Director leads a staff of 14 professionals. The successful candidate will guide a high-performing team, forge strategic partnerships, and develop innovative workforce solutions to address the needs of employers, job seekers, and community stakeholders.
Essential Duties and Responsibilities
- Oversees the supervision of staff and provides direct supervision including conducting performance evaluations, training, hiring, and discipline and termination procedures.
- Develops and executes a comprehensive workforce development strategy aligned with regional economic goals and WIOA requirements.
- Oversees the design, implementation, and evaluation of WIOA-funded programs and services, including job training, employer engagement, and career development initiatives.
- Promotes innovative approaches to workforce development by integrating technology, data-driven insights, and cross-sector collaboration.
- Serves as the executive director to the ARWDB, facilitating effective governance, board engagement, and strategic decision-making.
- Cultivates and maintains partnerships with other local workforce development boards, local governments, economic development organizations, community-based groups, training organizations, and employers to align workforce initiatives with regional needs.
- Manages provider selection and implementation process including developing RFPs, reviewing/selecting proposals, preparing contracts, and monitoring contract implementation.
- Ensures compliance with all federal, state, and local workforce development regulations, including timely and accurate reporting to funding agencies.
- Monitors, reviews, and interprets state and federal policies and technical memorandums.
- Leads and inspires a diverse team of workforce professionals, fostering a culture of excellence, innovation, and continuous improvement.
- Prepares and oversees the Department budget; monitors expenditures to ensure compliance with budget constraints.
- Serves on various committees at the state and regional level to advance workforce policy development, service delivery, and resource coordination.
- Makes presentations to the ARC Board, ARWDB, high-level policy and staff committees, local governments, training partners, civic groups, and other interested parties.
- As a member of the ARC leadership team, provides advice and technical guidance to ARC management, staff, and Board.
- Represents ARC interests; explains, justifies, and defends actions and program direction; negotiates and resolves sensitive, significant, and controversial issues.
- Responds to requests for information from ARC members, other government agencies, and the public.
- Performs other duties assigned to support agency goals and objectives.
