MAX JOB BOARD: DeKalb WORKS and WorkSource DeKalb Seek Job Developer / Business Services Rep

The Job Developer / Business Services Representative serves as the lead employer engagement and workforce placement professional supporting DeKalb WORKS and WorkSource DeKalb workforce initiatives, including programs funded under the Workforce Innovation and Opportunity Act (WIOA). This position is responsible for developing employer partnerships, identifying employment and work-based learning opportunities, connecting participants to unsubsidized employment, and supporting businesses with workforce solutions that align with local labor market demand.

The role works directly with employers, job seekers, training providers, and community partners to strengthen talent pipelines and improve employment outcomes for DeKalb County residents.

Essential Duties and Responsibilities

Employer Engagement and Business Services

  • Develop and maintain strong working relationships with employers throughout DeKalb County and the Metro Atlanta region.
  • Conduct outreach to businesses to identify hiring needs, skill gaps, and workforce challenges.
  • Promote available workforce services including candidate referrals, recruitment support, On-the-Job Training (OJT), customized training, incumbent worker training, apprenticeships, and subsidized work experiences.
  • Educate employers on available workforce incentives and participation opportunities through DeKalb WORKS and WIOA programs.
  • Coordinate employer participation in hiring events, sector partnerships, and workforce initiatives.

Job Development and Placement

  • Identify and secure employment opportunities for Adult, Dislocated Worker, Youth, and special population participants.
  • Match qualified participants with employment openings based on skills, credentials, career goals, and employer needs.
  • Conduct targeted job development for participants with barriers to employment.
  • Assist participants in preparing for interviews, employer expectations, and job retention.
  • Coordinate direct employer interviews, recruitments, and placement activities.

Work-Based Learning and Sector Partnerships

  • Develop work experiences, internships, apprenticeships, and transitional employment opportunities.
  • Support strategic partnerships in high-demand sectors such as healthcare, information technology, skilled trades, logistics, and business services.
  • Collaborate with education and training providers to align participant preparation with employer demand.

Program Coordination and Performance

  • Maintain employer service records, placement outcomes, and activity documentation in the workforce case management system.
  • Ensure performance outcomes support WIOA and DeKalb WORKS goals related to employment, retention, and employer engagement.
  • Prepare reports on employer contacts, job placements, sector engagement, and business outcomes.
  • Participate in internal workforce planning, employer strategy meetings, and performance reviews.

Community and Partner Engagement

  • Represent WorkSource DeKalb at employer meetings, business forums, chambers, and workforce events.
  • Collaborate with economic development agencies, community organizations, and workforce partners.
  • Support countywide workforce initiatives that strengthen DeKalb’s labor force and employer pipeline.

Minimum Qualifications

  • Bachelor’s degree in workforce development, business administration, public administration, human services, or related field preferred.
  • Minimum of 3 years of experience in workforce development, employer relations, recruiting, staffing, or business services.
  • Knowledge of employer engagement strategies and labor market trends.
  • Strong presentation, relationship-building, and communication skills.
  • Ability to work effectively with diverse employers and participants.

Preferred Knowledge

  • Knowledge of Georgia Department of Labor workforce systems and WIOA regulations
  • Understanding of labor market sectors in Metro Atlanta
  • Experience with case management systems and workforce reporting
  • Familiarity with work-based learning models and employer incentives
